The MC14060B is a 14-stage binary ripple counter with an on-chip oscillator buffer. The configuration of the oscillator allows the design of RC or crystal oscillator circuits. Also included on the chip is a reset function that sets all outputs to zero and disables the oscillator. A negative transition on the clock advances the counter to the next state.

The Schmidt trigger action allows very slow input up and down time on the input line. Applications include delay circuit, counter control and frequency division circuit. The device contains protective circuits to prevent damage due to high electrostatic voltage or electric field.

However, precautions must be taken to avoid applying any voltage higher than the maximum rated voltage to such high impedance circuits. To ensure normal operation, Vin and Vout should be limited to VSS≤(Vin or Vout)≤VDD. Unused inputs must always be bound to the appropriate logical voltage level (for example, VSS or VDD). Unused output must remain open.
